PiP with very low frame rate for Hevc channels

This is a problem thas has gone on for a long time: I thought that only 4K channels couldn't perform fluently if reduced in PiP; instead, also other non 4K channels if they are HEVC. And since these channels are going to be more numerous this year, I wonder if it's a behaviour that can be solved.
I'm almost sure that previous versions of OBH (I don't remember which ones) were not affected.
