[UserInstalledPlugins] fallback for missing "packages.lst"
"packages.lst" is added in images > 6.8.005 but is only installed on a reflash.
Therefore, as a fallback we can get similar data from "/var/lib/opkg/status" until we increment the version and all users are forced to reflash.
