Plugin does'nt appears in menu

Hello,
I've installed plugin for actualize list of channels from a repository.
Is made for Python 2 and 3.
When I install in openbh 5.1 , it installs ok ( with no errors) , but it does'nt appears in plugins list.
You can download to test .
Can you aid me?

Installed but not working...not actualize list correctly
