Yes, You can do this, but you will probably need to have some understanding of the file structure and use terminal for installation.
When you install enigma2-plugin-drivers-dvb-usb-it913x_1.0-r0_all.ipk, you also need to install all of the dependencies for that driver else it will not work. About 527 .ipk files are built when this driver is created. Most of these .ipk files will probably already be in the receiver, but you should take the whole package of .ipk's with you because if you are missing one of them, the driver install will fail. The whole list seems to be 528 .ipk files, totaling about 16.7 MB in size. This is "doable", but you will need to understand what is going on and pay careful attention to the install.
Another option would be to clone all of the feeds and make them portable. Then you would need to set things up where the box could access the feeds.
The easiest thing to do if it is an option would be to take the receiver to a location that has internet and install what you need.
