Yes it is possible but I will not change the skin.
To move OSD, use the editor

look for in skin.xml

<screen name="InfoBar"................position="0,830"
and
<screen name="SecondInfoBar".............position="0,763"

higher the number, OSD more down example
<screen name="InfoBar"................position="0,840"

Not because skins can not be used with constant image changes and adding plugins
will change position of the icons.
I decided not to use these skins,
because coding does not allow automatic icons position change.

Unfortunately no
I have too many skins to constantly upgrade and maintain in two images
BH and Obh

I suppose you did not mean "MiniTV" because MiniTV is the name of the function that shows TV in the display of the box.
I suppose you meant PiG (Picture in Graphic). If so (we need to be precise in IT world) it can't be "disabled" simply because some skins have and some doesn't. You need to try other skins, in case.

Sorry: I can't, because I absolutely want PiG while showing menus or the channel list or EPG: so I only know skins with PiG. Mine's EclipseFire, for instance.

If I rember correct the MX HQ 10 was my favorit skin for a long time.
If you open the Channel List and press menu to open Context meny
Chose Configuration
Chose slim instead of Standard in Service list mode*
Press Green button to save
Restart Enigma2 and you have the Channel List without PIG
